Upsampling/downsampling is such a simple mathematical process that nowadays free or cheap PC/Mac software does it best. What makes you think that a separate $20000 box would do it better than a dedicated processor included in the DAC chip? Which basically costs also nothing.
Answer: because it looks good and costs an arm and a leg and has a famous logo.
